Who We Are

YHEA is an employers’ association representing the 15 local councils, the West Yorkshire combined authority and the 4 fire & rescue authorities in the Yorkshire and Humber region. We also provide HR/OD services to these bodies, and to Parish and Town councils, as well as other organisations that use local government conditions of service.

Our team is led by Martin Williams, Regional Employers Director and the Association is chaired by Cllr Jane Nightingale, Cabinet Member from Doncaster Metropolitan Borough Council

I joined YHEA in October 2023.

In a long and varied career in Local Government I have been the Assistant Chief Executive of a unitary Council and also held Director level posts leading the HR function in seven local authorities in London and the East of England.

I have also led a variety of service transformation projects as well as front line customer services including elements of Adult and Children's Social Services.

Jane has been Chair of YHEA since November 2020. Jane is also a Councillor and Cabinet Member at Doncaster MBC.

Julie Brookes

Employers Services Officer

Julie has been with the Regional Employers Organisation since 2007. Prior to this Julie worked in the public sector for 32 years in both Local Government and NHS. Working in Human Resources and Payroll for 28 years and has experience covering a wide range of human resources and payroll issues across a wide area of departments. Julie has in depth knowledge of terms and conditions of employment associated with Local Government Services, including Schools.
